Story from the Chronicle of Grand Lake
A Phoenix is Rising From the Ashes at Shangri-La
By Carla Banning

Whether a full-time Grand Laker, a week-ender, or someone with dreams of moving to the lake, you can’t help but get caught up in the excitement over the buzz of activity on Monkey Island. Jason Sheffield, Shangri-La Resort & Country Club General Manager, says, “This is a very exciting project. It’s been tremen-dous to be part of redeeming something this a Phoenix rising from the ashes. It’s been fantastic.”Redevelopment of Shangri-La,Oklahoma’s most legendary resort community, moves forward following a recentunanimous vote for reinstatement and amendment of a tax increment financing(TIF) agreement by the Delaware County Commissioners. The master plan for redevelopment of Shangri-La Resort and Country Club calls for an anticipated investmentof approximately $250 million over the next 15 years.Included in the initial $20 million phase are a 13,000 square foot club house facility, under construction now, and 27 champion-ship golf holes. A grand opening of the clubhouse scheduled for Memorial Weekend. The facility will include a restaurant, bar, fitness center and pro shop. The existing 18-hole course, including two totally new holes,is open for play now. Work is also underway on nine new holes, which are slated to open September 1, 2011. At that point, nine holes of the existing course will be temporarily closed for installation of new greens and irrigation systems, with completion anticipated by Thanksgiving, 2011. The final nine new greens will be finished by July 2012. Sheffield says construction on the initial $20 million development is well under-way. “Things are progressing very well. We had some delays with the clubhouse’s construction, but we are back on track for a Memorial Day grand opening.“As the initial phase is being completed, the development team will be analyzing the economic recovery of the state and nation while establishing the best method of moving forward with construction of a new hotel and conference center.“We have the basic framework in place for the resort hotel, including 140 guest rooms, a restaurant, fitness center, spa, boutique shopping and a 500-seat conference center,” said Sheffield. “Everything depends on the economy, of course, and we’ll spend a good portion of next year developing the best business plan for operation of the hotel facility. If everything falls into place, we hope to begin construction of the hotel sometime in 2012.”Completion of the clubhouse, golfcourse, hotel, and conference center will put the initial investment in the project abovethe $50 million mark, adding more than 125jobs at the newly redeveloped resort. Included in Phase II is a $120-$150 mil-
lion investment in residential development, including condominiums, single-familyhomes, and lots for private development. The addition of retail facilities, restaurants, clubs and commercial office space are included inplans for Phase III. The completed development cost will be in the $250 million range. The TIF district was originally approved by the county commissioners in 2008 at the request of a former owner of the property, but, due to the economic crisis, implementation of development plans did not go forward. The legendary property remained dormant until purchased by developer Eddy Gibbs who immediately began renovations as redevelopment plans were finalized. Recently elected as a Delaware County Commissioner, Doug Smith, a long time backer of the TIF financing agreement, says it will change the face of the future for northeastern Oklahoma.“Eddy Gibbs’ initial investment was a thrill to those of us who hoped the resort would be rebuilt,” Smith said, “but the TIF agreement enabled him to enhance his commitment to a level that will restore the legendary greatness that the original Shangri-La Resort enjoyed in its heyday in the 1970’sand 80’s. It will renew Grand Lake’s position as a national destination point, and fuel continued growth and economic development throughout our four county area,” he said.“Shangri-La Resort will once again be the anchor tenant for business growth through out this part of Oklahoma.”According to Sheffield, the vision and foresight of the commissioners who approved reinstatement of the TIF enabledenhancement of their plans. “...Without the county’s financing incentives there is no way we could build a $7.5 million confer-ence center, for example, ...a facility that will benefit the entire area, in addition to attracting business leaders from throughout the region to the shores of Grand Lake.“...With a little cooperative growth in the nation’s economy, if things go asplanned, we’ll be able to complete the entiredevelopment, including the residential and retail areas, before the end of the 15-year term of the financing agreement incentive period,” Sheffield added.“Shangri-La has something for every-one, with the lake, golf, and numerous opportunities for social interaction. Daily fee golf play is available to all. Club membership continues to increase dramatically with commitment to improved facilities and a temporary moratorium on initiation fees for all membership types, including Social, Corpo-rate, Junior, Senior and Executive golf memberships, for those who join during these formative days. Details and membership application forms are available on the Shangri-La Country Club website at” Sheffield concluded by saying, “Please join us as we recreate Shangri-La and write the next chapter of its storied history! ”For more information, contact Jason Sheffield at (918) 257-4204.
